To that end, Adobe has released a white paper with more information on recommended and required hardware as well as some ways to optimize the software itself to make Photoshop CS5 run as smoothly as it possibly can.
The software tips range from the simple - like closing other programs and defragmenting your hard drive - to more complex operations. It provides tips on adjusting the amount of RAM used by the program and proper allocation of your scratch disk.
